It's supposed to be, yes.

The typical multi-server setup has:
cache_sharing ON
sole_server OFF
sole_cache ON (or not set at all, much more likely)
fast_commit ON
dmcm OFF

I agree with Paul, that's a bit odd.
In addition to checking the config.log, you might see if the
Ingres error log has anything useful in it, perhaps from the name
server.
