I think such misinterpretations are inevitable if we don't first define what
our words mean. We are tossing around terms like "business rule", "business
logic" and also incidentally introducing the concepts of constraint and
process and workflow like maybe these are all the same kind of thing.

conceptual (business) model doesn't accommodate. That's tough to argue
against. (It's also tough to argue for, if the database design itself is
wrong or confused.)
