I wonder what was going on.  The DAS server is basically a protocol
translator;  it translates from the DAM protocol that JDBC and
.NET clients speak, to GCA protocol.  (I think part of the
theory was that GCA is too complex and bit-fiddly to put into a
pure java client, although there may well be semantic issues
also.)

Anyway, the DAS server shouldn't be needing any rule/dbproc
information.  I took a quick look and I don't see any evidence
that the DAS server is reading any of the catalogs at all.

Something obviously happened to lead you to believe that
restarting the DAS server was necessary, but I can't think
of a mechanism at the moment.
